The judge, while acting as a magistrate, (a) routinely advised defendants of his opinion that a local towing company was charging excessive fees; (b) directed defendants to file complaints with local law enforcement agencies and/or with "Austin" with regard to the towing company's allegedly excessive fees; and (c) on at least one occasion questioned the "legal" status of the towing company.
